War is now being waged on a totally new front – in cyberspace. Countries are currently developing policies on cyberwarfare not only to protect their interests, but also to establish offensive means by which to counterattack.
Many signs indicate that cyber warfare is already among us. Although not all security experts, pundits and politicians agree, nevertheless, the United States and other countries are already furiously preparing for it. There is ample reason to assume that war will soon be waged in cyberspace, if not already. The United States Department of Defense has already drafted its first cyber warfare doctrine. China, U.K. and Australia are not far behind.
With cyber warfare, the rules of engagement are not clear cut. The borderless arena of the internet does not delineate battle lines. The definition of cyberwar versus a mere cyberattack also needs to be made. The latter in particular is already being waged on government computers on a daily basis.
Until the recent past, wars have been traditionally physically waged between nations, with clearly defined rules and delineations. The problem with cyberwars is that attackers can remain anonymous. Accusations of previous attacks have already been thrown against Russia and China, although there is very much uncertainty in such accusations.
Since October of last year, the Pentagon has already taken the first steps to manage cyber warfare. It has created the United States Strategic Command’s USCYBERCOM, or the United States Cyber Command division. It is designed to organize the government’s existing cyber resources, centralize its cyberspace operations, and synchronize the country’s military network defenses.
It is noteworthy, however, that a set of publicly declared and clear rules under which this division will operate is missing, especially with discount software . This is primarily the intelligence’s dilemma, since presently, governments and experts are unable to identify where attacks come from. The technology is not yet up to the task.
